		<description>As a voter in the coming Barangay and Sangguniang Kabataan (SK) elections, I just want them, after assuming into office, to perform their functions and duties in their respective position...

Although there is a penetrating (or has it already penetrated?) &#039;conventional wisdom&#039; into everyone&#039;s mind about the &#039;corruption&#039; (Bgy. level) and the &#039;training ground&#039; (SK level) for future corrupt officials, I am not closing my eyes that there are still those who perform their Bgy. responsibilities, accordingly.

I think the youth [running and eventually seat for SK position] should not be blamed ALONE for this definite &#039;conventional wisdom.&#039; The &#039;social environment&#039; has an influential and persuasive participation in molding their politically matured youth. &#039;Hukip,&#039; for instance, merely &#039;justifies&#039; the act of corruption. The assumption is: kun mayda para ha mga botante (social environment) paagi han hukip, mayda gehap para ha mga Bgy. opisyal paagi han korapsyon!

I know its &#039;ideal&#039; to say that we should put to stop this culture of bribery (i.e., hukip etc.) in our society, but I hope, &#039;society&#039; should not annihilate the &#039;idealism&#039; of the youth to aspire for a better tomorrow...</description>

The problem really is when the SK officials are overpowered by the Barangay Officials which is what is happening. the SK I believe and agree is a very good training ground for our young people and I believe that they should be surrounded and supported by governance NGO&#039;s so that this Sk officials will be empowered and independent from the Barangay Officials so they would really function according to their mandate. Currently, its very sad that somehow the Barangay Captain controls the SK Fund when in fact the SK fund should be managed by the SK and the KK. In the year 200 we were advocating participatory governance and the barangay development planning through participatory resource appraisal with the barangay officials. we decided in 2005 to work closely with the SK and so far they are working well now here in Cebu City. So I believe that its a matter of how we support and empower the SK.</description>
