New Chairpersons Dominate Barangay Elections

City of Borongan – The recent barangay elections showed that people favored new leadership as most serving punong barangays failed to capitalize on their incumbency to regain command of their bailiwicks. Only 15 of the 38 incumbents who run again for the position of punong barangay were able to return to their positions.
